PDS seeks employees who are self-managing high performers, accountable for their actions, and dedicated to providing superior customer service. This position performs specialized tasks related to residential and light commercial plans examination for building, life safety and structural review, including plumbing, mechanical and energy codes. Provides necessary information for the progress and completing of plans examination requirements. Performs work under general supervision and established guidelines. Complies with legal standards and requirements.  Answers routine and somewhat complex questions pertaining to departmental functions and technical matters and provides technical assistance and information as authorized. 

Key duties include:

  • Examining residential and commercial building plans for compliance with building, life safety and structural codes, including plumbing, mechanical, fire and energy codes.
  • Assisting the public in understanding the processes and regulations they must operate within; including zoning and critical area codes.
  • Providing customer service and technical assistance to groups and individuals both inside and outside the department.

Plans Examiner I Qualifications: 

Requires a high school diploma or GED and a combination of two or more of the following:

  • Associates (AA) degree;
  • Four years of construction experience;
  • International Code Council (ICC) certification; 
  • One year of inspection experience; 
  • Two years of construction experience and two years of related course work


Plans Examiner II Qualifications:
To be 
qualified as a Plans Examiner II, you must meet all the above qualifications and also possess:

  • One year of progressively responsible plans review experience.
  • An International Code Council (I.C.C.) Residential Building Inspector or Building Plans Examiner certification.


Plans Examiner I:  
MCBA Range 140.0
$24.14 - $34.79 per hour 

Plans Examiner II:  
MCBA Range 150.0
$25.15 - $36.23 per hour 

We anticipate hiring at $24.14 - $27.15 per hour.  Higher rate possible depending on qualifications.

This position receives an annual pay increase to the next step in the associated salary range (apx. 3.8%), in addition to any negotiated Cost of Living Adjustments.


Excellent Whatcom County Benefits:

Employees are eligible for family medical, dental and vision coverage with monthly insurance premiums fully paid for by the County.  The medical plan has a $300 individual ($900 family) deductible.  Employees and their covered dependents are each eligible for up to $2,675 of dental services annually.  Employees participate in the Washington State Public Employees Retirement system and after five years of service are eligible for a pension benefit upon retirement.  A $50,000 Life Insurance policy is also provided for employees with the option to purchase family coverage.  Our benefits package includes attractive paid leave provisions, including 8 hours of vacation earned per month (increases with years of service),  8 hours of sick leave earned per month, and 12 paid holidays per year.  Additional benefit information is available online
